Job Description
Finance and Operations Manager - International
The Finance & Operations Manager is a member of the JSI/Boston International Group (BIG). They focus on all activities related to the successful, effective and efficient management of financial resources and operational systems for JSI’s projects worldwide. Alongside other project members, such as the Program Officer, Senior Advisor, Field-based Finance & Administration (F&A) Director and Chief of Party, the Finance & Operations Manager advises in operational and compliance aspects of field and project management and financial aspects of proposal budget development. The Finance & Operations Manager works closely with, and directly supervises, the Program Officers and is a dotted line manager with the Field F&A Directors. They are supervised by the Director of Finance and Operations.

Responsibilities:

Project Management
Act as a resource person to Program Officers, Chiefs of Party, Field-based F&A Directors and Field-based Office staff in the areas of finance, operations, compliance, human resources, grants, procurement, and administration.
Serve as the financial/operational support member of a backstopping team for 3-5 projects.
Assist project teams in trouble-shooting operational challenges as they arise.
Monitor, analyze, and facilitate discussion around project financial information.
Develop/refine systems and tools for project operations management; train staff in their use. - Liaise with other US-based JSI offices on cross-operational issues as they arise.
Serve as knowledge resource and maintain an up-to-date and comprehensive understanding of USG contracts and cooperative agreements, donor terms and conditions, and reporting requirements. - - Provide oversight on award regulations and project approval requirements.
Travel to field offices for start-up, closeout, trainings, and financial reviews of projects or general financial/operational support.
Ensure consistent implementation of Accounting and JSI International Division financial policies/standards. Acting as a resource person for other project staff in JSI's field accounts system, Budget Tracking System and Financial Reports.
Assist project teams in negotiating and managing new donor awards, subcontracts, subawards, and grants and developing related tools and systems for monitoring.
Supervise Program Officer(s) as assigned.
Train division staff in project operational management including finance, operations, human resources, contracting, procurement, and administration through both one-on-one and group trainings.
Provide financial and management accountability orientations for new project Home office and Field Staff (Chiefs of Party, Field Office F&A Directors); providing ongoing training as needed.
Serve as Case Manager of the Fraud Response Team when assigned.

New Business Development
Work on selected cost applications for various donors and serve as review function on all BIG proposal budgets before submission.
Participate in JSI’s new business development’s efforts.

Other
Carry out other division tasks as assigned to further JSI’s mission to improve the health and well-being of underserved and vulnerable people and communities throughout the world.
Qualifications & Requirements
Business and/or project management-related degree: Bachelors, Masters preferred.
Minimum of 7 years’ experience as the finance/operations component of a management team for international development projects, in a backstopping team or overseas.
Strong financial management and accounting skills.
Strong knowledge of USG rules and regulations (2 CFR 200, FAR, AIDAR) and other donors (Gates, UNICEF, DFID).
Dynamic team player with strong multicultural communication skills.
Previous training experience.
Strong organizational skills.
Ability to multitask and manage competing priorities.
Extensive knowledge of Microsoft Excel and Proficiency in Microsoft Word and PowerPoint.
Proficiency in a foreign language (speaking, writing, reading) preferred.
Ability to travel up to 30%.
